RE: The tariff classification of self-adhesive paper labels from China

Dear Ms. Awana:

In your letter dated July 1, 2015, you requested a tariff classification ruling on behalf of your client, LC Landmark Corp.

The ruling was requested on self-adhesive paper labels. Two representative samples identified as, “laser/inkjet” and “direct thermal” were submitted for our review. The samples will be retained for future reference.

The “laser/inkjet” sample is a self-adhesive, non-printed paper label. Each individual label measures approximately 8 ½” (L) x 5 ½” (W). The labels will be imported in rolls measuring approximately 4233’ (L) x 8 ½” (W).

The “direct thermal” sample is a self-adhesive, non-printed paper label. Each individual label measures approximately 6” (L) x 4” (W). The labels will be imported in rolls measuring approximately 4233’ (L) x 12” (W).

The applicable subheading for the self-adhesive paper labels will be 4821.90.2000, Harmonized Tariff Schedule of the United States (HTSUS), which provides for Paper and paperboard labels of all kinds, whether or not printed: Other: Self-adhesive. The rate of duty will be free.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
